The most interesting question is probably how you can arrange and improve your flood risk governance. There is no straightforward answer to that question. There is a large variety of flood risk governance arrangements in Europe. Although most arrangements may function well, some arrangements may be improved in order to support a better implementation of flood risk strategies.
In the STAR-FLOOD project, we both identify existing governance challenges and collect and develop recommendations, best practices and tools for improving flood risk governance. We shop from other projects and sources and add the implications of our research results. During the project, we will develop a guidance framework for designing resilient and a appropriate governance arrangements. The design principles may concern public private partnerships, policy discourses and programmes, implementation of European policies, coping with uncertainties, legal instruments, financing, competences etc.
